Kim is claiming that he has inside information on everything that was happening with Russia right after the collapse of the Soviet Union. Back then, after 1991, when Mikhail Gorbachev initiated the so-called “Perestroika” things were actually falling apart. Russia became vulnerable and it was a period of uncertainty as well as instability. Kim promises to provide his readers with information on where all the natural resources of the country were going at the time, on the inside works of oligarchs, such as the infamous Khodorkovsky, Abramovich, Berezovsky and others. In truth, Kim is a small time fraudsters, who fails miserably even at forging documents. He never had any inside information and is currently on the run from justice, so you can understand how crazy he is claiming that he is an expert on the matter.
